Summary:  The Senior Contract Claims Accountant is an integral member of the Catholic Charities Community Services (CCCS) finance team, working under the guidance of the Associate Director for Contract and Grant Compliance.  The principal responsibilities of this position focus on supporting the filing of claims for CCCS and the entities for which it provides accounting services.  CCCS and other entities provide a variety of social services throughout the 10 county region of the Archdiocese of New York.  These programs are funded through approximately 75 contracts from a variety of Federal, State, County and City agencies. 

The duties of this position include (1) preparation of timely and accurate regulatory filings with respect to government contracts and filings required by grants; (2) preparation of reconciliations of revenue, receivables and expenses related to government contracts and grants; (3) assist in the preparation of work papers during audit periods, for both government and internal audits; (5) provide recommendations and implementation of internal accounting / operating controls and efficiencies; and (6) ad hoc requests as assigned. 

Essential Duties and Responsibilities include the following. Other duties may be assigned. 
  • Assist in the timely and accurate compliance filings for contracts and grants, including requests for advances of funds, claiming or reporting forms.
  • Assist in monitoring compliance requirements related to government contracts and grants, and document achievement of satisfactory performance and/or notify appropriate management of any perceived non-compliance so that corrective action may be taken on a timely basis.
  • Assist in the preparation of reports to management, related to government contracts and grant status and activity, including the production of monthly Contract Activity Reports.
  • Monitor and follow up on outstanding receivable balances with the funding sources to maximize cash flow, which is critical to the organization.
  • Ensure integrity of financial results related to government contracts and grants, including revenue recognition and balance sheet account, including preparation of standard reconciliations.
  • Review coding of Approved for Payment (AFP) forms.
  • Support responsibilities related to Lawson Grants Management, including assisting in the monthly staff allocation process, and coordinating circularization of data and updating of revised percentages.
  • Assist in the preparation for year-end corporate and contract compliance audits, including retrieving supporting documents and back-up information, as requested.
  • Interface with the contract compliance and corporate auditors.
  • Provide recommendations and implementation of internal accounting / operating controls and efficiencies.
Position Type and Expected Hours of Work: 

This is a full-time position. Days and hours of work are generally 9:00 AM to 5 PM Monday - Friday.  Additional evening and occasional weekend hours will be required to meet agency and contract deadlines.

Education and/or experience required:

  • Bachelor’s Degree in accounting, and
  • At least four years’ related experience, including submissions of vouchers and claims, especially for NYS agencies.​

Skills, Licenses, and/or competencies required:

  • Knowledge of finance, cost control principals including Generally Accepted Accounting Principles.
  • Good interpersonal and communication skills - ability to relate and clearly communicate with operating management, financial staff and other departments, including professional writing style.
  • Ability to initiate projects, prioritize tasks and meet deadlines; exhibit a sense of urgency in performing work.
  • Strong computer skills with knowledge of MS Excel and Word* required; knowledge of Lawson​
