Supervisory Responsibilities:



Summary:  The primary role of the Program Manager is to directly oversee the day-to-day operations of programs while also providing direct client services.  In partnership with the Executive Director, the Program Manager will develop innovative approaches to core programs while helping the agency explore, design and implement new programs and services that address community needs.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  1. Manage the day-to-day operations of core programs and services
  2. Review data in the ECM database, HMIS and other systems to monitor program success and challenges; generate reports for management and funders as appropriate
  3. Review/Audit client files (hard files and HMIS) to ensure case management plans address identified needs, are up-to-date and that data quality is maintained
  4. Research local needs and present information to management for discussion
  5. Participate in the hiring and evaluation of program staff
  6. Design and Implement and/or pilot new programs and services
  7. Communicate and confer with Program Committee and Program Committee Chair
  8. Design and implement quality assurance and review plan for all programs and services to insure program quality and alignment with goals and contractual responsibilities
  9. Supervise the Warming Center Manager and provide direct support as needed
  10. Direct responsibility for all programs including, but not limited to the Warming Center, Eviction Prevention Program and Street Outreach
  11. Provide support to the Food Pantry program assuring compliance and consistency of service
  12. Attend meetings with DSS, local collaborative groups and others as appropriate
  13. Assist with research of potential funding sources and corresponding requests for support
  14. Keep Administrators and Managers aware of significant events and issues within the program.
  15. Maintains productive working relationships with provider groups and referral sources.
  16. Adheres to, and facilitates adherence of all staff, to all CCCSR and Catholic Charities policies and procedures.
  17. Performs other duties, consistent with the goals and objectives of the program, as assigned by Administration.

Position Type and Expected Hours of Work:

This is a full-time position.

Working conditions and physical demands required:

The demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Assess and work in varied environmental conditions.
  • Work with clients who require consistent and comprehensive support.
  • Remain stationary at a work station and use a computer at least 75% of the time.
  • Walk site (s) to inspect environment, stand in place, and bend and lift small items, 25% of the time.
  • Travel to program sites, using transportation, traversing streets, ascending/descending stairs, with exposure to outside weather conditions.


Education and/or experience required:

  • Minimum Bachelor’s Degree in a Social Services or related discipline
  • Minimum of three years of experience in a social service setting
  • Experience working with vulnerable populations
  • Computer literate with knowledge of Microsoft Office and Excel Spreadsheets
